In a concerted effort to deepen university-local collaboration in legal development and leverage legal disciplines for social service, faculty and student members of the "Walking with the Law" Legal Outreach Group from the School of Law of Beijing Jiaotong University conducted a pragmatic and substantive legal education campaign in Rongxi Area of Xiong'an New Area on October 29. Focusing on community governance and youth legal literacy, the initiative delivered targeted legal education to enhance grassroots legal infrastructure. The event was led by Counselor Liu Xin, with Gao Jianxue, faculty member of the International Law Department, participating online.

The delegation first conducted a field investigation and symposium at Yushui Community. Du Conghui, Secretary of the Party Branch of Yushui Community in Rongxi Area, systematically introduced the community's achievements and practical challenges in legal infrastructure development, with particular emphasis on the "135" working methodology for rule of law construction and the operational mechanisms and outcomes of characteristic governance projects such as the "Xiaoyu Mediation Team" and "Silver Age Guardian Unit." This investigation provided faculty and students with deeper insights into the legal demands and governance difficulties in relocated communities, establishing a foundation for subsequent targeted legal education initiatives.

The delegation subsequently divided into two groups to conduct parallel legal education activities. At the "Neighborhood Festival" in Xinshui Community, members addressed prevalent concerns among residents, including neighborhood disputes and fraud prevention. Utilizing real-life cases and relevant legal provisions, they elucidated accessible pathways for legal recourse and risk mitigation techniques in comprehensible language, sparking active interaction and creating a vibrant atmosphere. Meanwhile, the second team delivered an engaging legal education class at Heping Primary School. Focusing on the prevention of school bullying, the session systematically explained relevant statutes from the Civil Code and the Law on the Protection of Minors through scenario-based Q&A sessions, video presentations, and legal provision analyses, effectively guiding students to develop legal awareness and enhance self-protection capabilities.

The outreach team held a symposium with community staff and key members of the "Xiaoyu Mediation Team." Gao Jianxue, the university's legal counsel and supervising teacher of the Student Legal Aid Practice and Education Center of the School of Law, participated online. The two sides conducted in-depth discussions on innovative approaches to legal publicity in the new era and mechanisms for university-community collaborative education, reaching multiple consensus points on establishing regularized and differentiated legal cooperation. Drawing on community mediation experience, Gao Jianxue shared case studies and provided professional solutions to specific legal issues raised by the community.
This legal outreach initiative represents a significant endeavor by the School of Law to extend legal education beyond campus boundaries and serve society, effectively enhancing residents' legal awareness and rights protection capabilities. Moving forward, the School will continue to leverage its "Walking with the Law" outreach group to maintain alignment with the legal education needs of Rongxi Area and surrounding primary and secondary schools, progressively expanding both the reach and effectiveness of legal publicity to inject legal momentum into grassroots social governance.
